Anthony “Tony” Lomelin

Anthony “Tony” Lomelin is Head of the Contracting Activity for the Department of the Interior (DOI), Indian Affairs. He leads the operation of all Indian Affairs acquisition, charge card and financial assistance programs for the Assistant Secretary of Indian Affairs, Bureau of Indian Affairs and Bureau of Indian Education.

As a White House Leadership Development Program (WHLDP) Fellow, Mr. Lomelin looks forward to using his knowledge to support the implementation of cross-agency governance to drive decision making across agencies on program integrity and prevent improper payments, with a focus on helping to prevent fraud.

Mr. Lomelin joined Indian Affairs in 2020 from the Department of Homeland Security (DHS) where he served as an Associate Director in the Office of Procurement Operations. Prior to DHS, he served as a Senior Procurement Analyst for the Department of the Interior’s Interior Business Center. Prior to entering federal civilian service, Mr. Lomelin spent 23 years on active duty with the U.S. Air Force where he held a variety of leadership positions in acquisition, contracting, program management, and as an instructor for the Defense Acquisition University and the Air Force Reserve Officer Training Corps program at Purdue University.

Mr. Lomelin implemented a deliberate and integrated cross-agency strategy to increase the use of the Buy Indian Act authorities, while enhancing DOI mission impact and implementing executive orders and the Office of Management and Budget (OMB) Memorandum for Advancing Equity and Support for Underserved Communities. These initiatives were highlighted by President Biden during the 2023 White House Tribal Nations Summit and the Secretary of the Interior presented the program as a success story at the 2024 White House Convening on Equity.

Mr. Lomelin earned his Bachelor of Science Degree in Biology from the United States Air Force Academy and a Master of Science degree in Contracting and Acquisition Management from the Air Force Institute of Technology. He is a graduate of the Partnership for Public Service’s Leadership Excellence in Acquisition Program, where he also served as Assistant Instructor. He also completed the Harvard Kennedy School of Government’s Senior Executive Fellows Program.

Mr. Lomelin resides in Purcellville, Va., with his wife and two golden retrievers. He enjoys fishing, travel, and coaching sports.
