Arkesha Moses is a high-caliber Management and Program Analyst and Supervisor with more than 10 years of experience in strategic planning, performance management and, developing public-facing reports. She has proven expertise in building rapport with colleagues, coordinating with internal and external stakeholders, and staff development.
As a White House Leadership Development Program Fellow, Ms. Moses serves as the Senior Advisor for Customer Experience Strategy in the Office of Personnel Management. As a public servant, she is committed to improving the way organizations and personnel perform to enhance their service to the nation.
Ms. Moses most recently served as the Deputy Performance Improvement Officer at the U.S. Department of Education in the Office of the Deputy Secretary. In this role, she developed the department’s strategic plan which outlines the goals and objectives the Administration aims to accomplish in support of the education community. Ms. Moses was responsible for building a performance culture at the department that went beyond compliance exercises to meet statutory requirements. She led an approach to performance reporting and planning that used these operations as management and decision-making tools.
Ms. Moses began her federal career serving in the U.S. Army. She then transitioned to a civilian career as a Presidential Management Fellow in the Performance Management Center at the U. S. Department of Labor (DOL). During her time at the DOL, she was the lead performance analyst for several subcomponent agencies and created the department’s financial and administrative scorecard that facilitates cross-agency comparisons of performance in operational areas such as human resources and acquisitions.
Ms. Moses was a strong advocate for performance and process improvement, which motivated her to earn a Lean Six Sigma Black Belt Certification from Villanova University. She was subsequently a member of the Continuous Process Improvement Team that was awarded DOL’s first Gears of Government Award from the Office of Management and Budget in 2019.
Ms. Moses earned her Bachelor of Arts in Criminology at the University of South Florida and her Master of Public Administration from Troy University. In her personal time, she enjoys traveling to destinations that have great food, volunteering with various community organization, and indulging in self-care.
