Candice Gayton Spalding

A proactive executive with a proven leadership record, Ms. Spalding has overseen a wide range of administrative services. As Deputy Director of the Division of Management and Administrative Programs for the Office of Federal Contract Compliance Programs (OFCCP) at the Department of Labor, Ms. Spalding leads a division that strategically manages OFCCP’s budget, space, information technology, personnel, employee and labor-management relations, records management, and the Freedom of Information Act program.
Prior to joining DOL, Ms. Spalding was the Deputy Director of the Agricultural Marketing Service’s Marketing Order and Agreement Division at USDA. In this role, she successfully led three regional offices and three headquarter branches to effectively administer oversight responsibilities of commodities worth more than 1.2 billion dollars while fostering positive relationships with industry partners and the general public.
Ms. Spalding began her career practicing law in Washington, D.C. where she primarily worked on Federal criminal and merger investigations prior to her Federal service. She received her J.D. and B.S. degrees in accounting from West Virginia University. Ms. Spalding completed the Leadership for a Democratic Society at the Federal Executive Institute and is a graduate of the Harvard Kennedy Senior Executive Fellows (SEF) program. Ms. Spalding lives in Virginia with her husband and two sons.
