Dana Davis

Dana Davis is a Transformation Manager at the Internal Revenue Service’s (IRS) Human Capital Office (HCO) where she leads strategic communications initiatives under the Inflation Reduction Act (IRA) Strategic Operating Plan (SOP), which aims to increase employee engagement and workforce satisfaction. With over 15 years of experience in human resources, project management, and organizational transformation, she has a proven track record of driving strategic initiatives and enhancing communication across complex organizations. Ms. Davis also serves as Project Lead for key initiatives under the IRA SOP, Employee Experience and Human Capital Projects. Throughout her IRS career, she has served as Program Manager for major Human Capital Change Initiatives, advancing significant improvements in human capital management.

As a White House Leadership Development Program Fellow, Ms. Davis will be assigned to the Federal Workforce Branch of the Office of Performance and Personnel Management within the Office of Management and Budget. She will focus on workforce policy and governmentwide initiatives to enhance the federal workforce.

Ms. Davis joined the IRS supporting the Affordable Care Act Program Management Office within the Information Technology Division. Her expertise and dedication led to a transition to the Human Capital Office, where she served in various leadership roles. These experiences paved the way for her role as a Human Resources Program Manager in the Deputy Commissioner’s Office, Transformation Program Management Office.

Ms. Davis launched the first virtual fireside chat for the Human Capital Office, recognizing the need for dynamic and engaging ways to connect with employees during the significant changes brought about by the Inflation Reduction Act implementation. This initiative increased employee engagement and enabled senior leaders to communicate directly with employees, fostering transparency and creating a stronger sense of community.

Ms. Davis holds a Bachelor of Business Administration with a concentration in finance from Howard University and a Juris Doctor from the Catholic University of America Columbus School of Law.

Ms. Davis is deeply committed to social causes, particularly through the nonprofit she founded, Human Trafficking Awareness and Advocacy Group. Recreationally, she enjoys traveling, hiking, playing golf and tennis. A native Washingtonian, she lives just outside Washington, D.C.
