Ms. Gloria J. Perry currently serves as a Senior Advisor for the $10B Air Force Small Business Program, where she advises Senior Acquisition Leaders on acquisition strategies to provide innovative solutions to warfighter needs, ensuring affordability, competition and maximum small business participation. In this role, Ms. Perry is responsible for budgeting, program execution, oversight, and contract completion of small business development programs. In addition, Ms. Perry leads a team in research, development and implementation of information technology and business intelligence solutions to enable inreach to Air Force acquisition community and outreach to the Small Business industry.
Ms. Perry has over 20 years of project and program management experience with demonstrated knowledge and experience with various technology disciplines and acquisition programs to include Major Defense Acquisition Programs and Major Automated Information Systems. Ms. Perry has managed and overseen programs with various level of technical and budgetary diversity, and she is significantly skilled in collaborating with Department of Defense, Federal agencies and Congress. During her career, Ms. Perry served as the Defense Congressional Fellow where she was the DOD subject matter expert for a member of the House of Representatives. In this role, Ms. Perry was responsible for the Defense legislative portfolio to include Personnel, Readiness, Military Construction, Overseas Contingency Operations and Veteran’s Affairs. Ms. Perry monitored, managed, and provided advice on legislation impacting the Member’s district and managed House Armed Service Committee activities preparing the Member for committee hearings/briefings/and floor activities. Ms. Perry also served as lead on the National Defense Authorization Act of 2012.
Prior to her current assignment, Ms. Perry served as a Program Element Monitor (PEM) within the Secretary of the Air Force (Acquisition), for two major programs: the $1.7B Defense Enterprise Accounting and Management System, the DOD transformational Enterprise Resource Planning financial system, and the $13B RQ-4 Global Hawk Unmanned Aerial Vehicle program. As PEM, Ms. Perry was responsible for communicating program requirements, funding, execution and acquisition efforts to HQ Air Force, Offices of the Secretary of Defense, Joint Staff and Congress. Ms. Perry holds a Bachelor’s Degree in Computer Science and a Master’s of Business Administration, and she is also a Certified Project Management Professional and holds Level 3 Certifications from the Defense Acquisition University in Program Management and Information Technology. Ms. Perry resides in Virginia with her husband.
