Jeana Harbison

Jeana Harbison is a dedicated public servant and agricultural professional with over 16 years of experience. She has dedicated her career to promoting fair agricultural business practices and ensuring Programs provide a framework for agricultural industries to develop new markets and strengthen existing markets.
Ms. Harbison currently serves as the Director of the Research and Promotion Division for the Agricultural Marketing Service where she is responsible for directing and managing the full range of activities for oversight of six checkoff programs for the Livestock and Poultry Program.
As a White House Leadership Development Program Fellow, Ms. Harbison will serve as a Policy Analyst in the Office of Management and Budget’s Office of Federal Financial Management, where she plans to contribute to improving the financial management of Federal resources.
Prior to joining the Research and Promotion Division, Ms. Harbison served as the Branch Chief of the Enforcement Branch for the Packers and Stockyards Division. There, she led a team that played a critical role in developing policy and program direction in the enforcement of the Packers and Stockyards Act of 1921 and regulations issued under its authority.
Ms. Harbison has held many positions at the U.S. Department of Agriculture including Chief of Staff for the Fair Trade Practices Program, Enforcement and Investigative Attorney for the Packers and Stockyards Program, and other similar positions. Prior to joining the government, she clerked for the West Virginia Public Defender’s Office in Martinsburg, W. Va.
Ms. Harbison earned her Bachelor of Arts in Political Science from North Carolina Central University and her Juris Doctorate from Ohio Northern University. In her spare time, she volunteers with the Pro Bono Resources Center of Maryland and Community Legal Services of Prince George’s County, Inc. where she provides free legal services to indigent clients and serves on the Board of Directors for the nonprofit, Grandparents Involved From The Start (G.I.F.T.S.).
