Oliver Fischer is Chief of the U.S. Census Bureau’s International Programs Center. In this role, Mr. Fischer provides technical leadership, sets the strategic direction, manages sponsor relations, and oversees the human and financial resources of the Center. This includes guiding the Center’s efforts in strengthening national population data systems in low and middle-income countries and developing tools designed to facilitate the census and survey-taking process. Mr. Fischer directs the planning and preparation of international demographic, geospatial, health, climate and economic data products, software releases and methodological documents and manuals produced by the Center. Since becoming Center Chief, Mr. Fischer has increased the Center’s impact by overseeing a 75% growth in revenue and a 70% expansion in staff.
In his role as a White House Leadership Development Program Fellow, Mr. Fischer will be working with the Office of Management and Budget’s Evidence Team to facilitate connections between academic researchers and federal agencies and support the implementation of the President’s Management Agenda (PMA) Learning Agenda.
Throughout his career, Mr. Fischer has been effective at building strategic and trust-based relationships and working across agency and organizational boundaries to achieve goals. Having worked with numerous U.S. federal agencies, international organizations, and government officials from over 70 foreign nations, Mr. Fischer has developed a unique ability to collaborate across cultures, harness the expertise of diverse groups, and focus these groups on achieving results. This proved essential in leading his team to produce innovative global data products, strengthen the institutional capabilities of developing country governments, and contribute towards the establishment of international best practices for the development of population data systems in resource constrained environments.
Mr. Fischer was nominated for a Samuel J. Heyman Service to America Medal for his work with the U.S. State Department’s Civilian Response Corps. During this assignment, Mr. Fischer deployed to southern Sudan, traveled extensively to conflict prone areas to engage civil society, coordinate peace dialogues, and identify initiatives that strengthen local capabilities to monitor and prevent conflict.
Mr. Fischer holds a Master of Arts in Sociology and Demography from the University of Texas, a Bachelor of Arts in Sociology and Communication Arts from the University of Wisconsin, and a Master’s Certificate in Project Management from George Washington University.
Mr. Fischer lives in Washington, D.C., enjoys hiking and climbing, and is the proud father of three young boys.
