Robert Lee Gladney

Robert Lee Gladney is the Technical Assistant for the United States Nuclear Regulatory Commission’s (NRC) Office of the General Counsel (OGC), a commission-directed Office. He works closely with the agency’s General Counsel and management teams on strategic, technical, and administrative actions to advance programs, lead special projects, address Congressional matters, and provide recommendations, guidance, and assistance for management and staff. He also serves as OGC’s Knowledge Management Staff Lead and as a lead for culture initiatives, including organizing visits to the U.S. Naval Ship Savannah, planning seminars, and leading office-related programs.

As a White House Leadership Development Program Fellow, Mr. Gladney joins the Executive Office of the President in the Office of the United States Trade Representative (USTR). As a Director in the USTR Office of Agricultural Affairs, he will focus on advancing agricultural sustainability, supply chain resiliency, trade negotiations, and trade policy.

In his outstanding career in the Federal Government and private sector, which includes roles as a Senior Engineer and Project Manager, Mr. Gladney has gained extensive knowledge of rules, regulations, policies, and practices. He has led many projects including activities involving nuclear power plants and nuclear waste, NRC Office budget formulation actions, and Quarterly Performance Report updates. He also represented the NRC at the International Atomic Energy Agency’s “Workshop on Derivation of Specific Clearance Levels for Materials That Are Suitable for Disposal in Landfills” in Vienna. In the private sector, he served as a delegate at a World Nuclear Association Symposium in London.

Mr. Gladney has a Master of Science from the University of Wisconsin-Madison and a Bachelor of Science from the University of Alabama at Birmingham, both in mechanical engineering. He has training and experience in nuclear engineering and probabilistic risk assessment. He has earned the Project Management Professional Certification and certificates in supervision from the Office of Personnel Management and the NRC. He is a member of Omicron Delta Kappa and the American Society of Mechanical Engineers, and is an affiliated professional member of the American Bar Association.

During his leisure time, he enjoys reading novels, writing, sports, attending concerts and lectures, and serving in the church and community.
