Stephanie Garcia

Stephanie Garcia is a Senior Policy Advisor at the U.S. Department of Labor (USDOL), Employment and Training Administration (ETA), Office of Unemployment Insurance (OUI). She is committed to ensuring government programs are optimal and people centric.

Ms. Garcia will serve as a White House Leadership Development Program Fellow in the Office of Personnel Management. As a Senior Advisor, she looks forward to implementing and planning the President’s Management Agenda, as well as working on governmentwide Human Capital Data Initiatives. Her problem-solving mindset, curiosity and passion for public service will help steer new processes, tools and technology to strengthen government operations and lead to better services that affect the livelihood and security of the American people.

Before USDOL, Ms. Garcia began her career as a public servant with the state of California Employment Development Department. After serving a variety of leadership roles in the agency, she took a position in the USDOL and has directed program, performance, and technology teams ever since.

At USDOL, Ms. Garcia led several high-profile program and technology modernization projects with federal and state agencies providing social and financial assistance to veterans, women, children, minorities, the elderly, and victims of disasters. Most recently, she worked with the Asia-Pacific Economic Cooperation, the Organization of American States, and other international government and nonprofit agencies sharing best practices; promoting humanitarian priorities for youth, the disabled population, and women; and helping foster economic and labor reforms.

Despite seemingly insurmountable challenges faced by the American people during the Great Recession, government shutdowns, catastrophic disasters, and most recently the Covid-19 pandemic, Ms. Garcia continues to seek ways through collaboration and innovation to take advantage of lessons learned and implement practical solutions that prevent service delays, fraud, social inequalities, etc.

Ms. Garcia is an avid traveler, photographer and a lifelong learner and explorer of anything interesting. She lives in the Washington, D.C., area with her husband and two sons who keep her grounded, hopeful and inspired for a better future and planet.
