William J. Weinig

Mr. Weinig is a Government leader with broad experience managing teams in acquisition environments. He was most recently Chief of the Contracting Office (COCO) within the Department of the Air Force Rapid Capabilities Office (DAF RCO) where he supported key Air Force and Department of Defense multi-domain system acquisitions.

Mr. Weinig began his professional career as an Infantry Platoon Leader, Scout Platoon Leader and Ranger Platoon Leader in the US Army. After three deployments in support of Operations ENDURING FREEDOM and IRAQI FREEDOM, Mr. Weinig began working in contracts at a commercial company which provided rocket launch services to the global marketplace. Mr. Weinig then entered Government service at the Federal Aviation Administration as a Contracting Officer where he helped transform the agency’s Air Traffic Controller training services.

Mr. Weinig went on to serve as a US Navy civilian at the F-35 Joint Strike Fighter Program Office. While there, Mr. Weinig oversaw contracting for the ongoing development and modernization of the F-35 Air System. Mr. Weinig transitioned to the DAF RCO in 2018 following a year of study at the National Defense University’s Eisenhower School.

As a WHLDP Fellow, he will be leading initiatives in support of the Frictionless Acquisition Cross-Agency Priority (CAP) Goal with a focus on Hi-Def Procurement Data and acquisition workforce tools. The primary objective of this CAP goal is to reduce the time between when a government manager says “I need…” to the time they say “I got…” by identifying efficiencies, proliferating best practices, and making the best use of available data within the full arc of acquisitions undertaken by the federal government.
